Islamabad’s affectees demands for removal of Chairman CDA

Islamabad (City Reporter): Representatives of the “Islamabad Affectees Alliance” and the affectees of land and property owners of sectors D-13, E-13, H-16, C-13, C-16, and E-13 have rejected the CDA’s decision to issue the 2025 BUP (Built-Up Property) award based on the 2008 Google or SUPARCO survey.

They have demanded the immediate removal of the CDA Chairman, accusing him of misleading the Prime Minister regarding the Islamabad affectees.

They warned that if their demands were not met within three days, the affectees would be forced to shut down the entire city and stage a permanent sit-in on the roads.
Prime Minister’s Youth Programme focal person, Syed Zeeshan Naqvi, expressing solidarity with the affectees, said that the injustices against them must be ended. He stated that they reject the SUPARCO and Google surveys conducted in 2008, and the affectees should be given awards according to 2025 criteria, including those of their children who have now reached the age of 18.

During a press conference at the National Press Club Islamabad, representatives of the alliance — Basharat, Malik, Zaheer, Uzir Khan, Malik Ghulam Hussain, and Malik Sajid — accompanied by PPP leaders Raja Imran Ashraf and Syed Sibt-ul-Hassan Bukhari, as well as Central Muslim League Islamabad President Inam-ul-Haq, said that the CDA Chairman misled the Prime Minister regarding the affectees.

They added that in 2008, the CDA issued awards for eight sectors without notice, without on-ground surveys, and without consulting landowners. Now, after 17 years, issuing the 2025 awards based on the same outdated and unsuitable records is an open violation of constitutional and human rights. In sectors C-13, C-16, and H-16, the CDA relied on SUPARCO and Google screenshots and excluded thousands of genuine landowners from the awards. The same process is now being repeated in E-13, D-13, and F-13.

According to the representatives, the CDA published a newspaper advertisement announcing that the BUP awards would be issued just ten days after the notice. The alliance declared that they do not accept the fake SUPARCO or Google surveys and completely reject the CDA’s advertisement.

They further stated that the Islamabad High Court has clearly ordered that all awards issued before 2010 have lost their validity and must be reassessed at current market rates. The federal cabinet had also endorsed this, but the CDA challenged the decision in the Supreme Court and began implementing old awards without waiting for the verdict, which is against the law and principles of justice.

The Islamabad Affected Persons Alliance appealed to President Asif Ali Zardari, Prime Minister Shehbaz Sharif, Army Chief Field Marshal Syed Asim Munir, and the Chief Justice of Pakistan to order the CDA to first settle the pending rights of sector E-12, and then enforce the 2008 awards according to the High Court ruling. They demanded an immediate halt to awards based on the 2008 SUPARCO and Google surveys, cancellation of awards for sectors C-13, C-16, and H-16, and issuance of new awards based on 2025 market rates and fresh on-ground surveys with landowners included in the negotiation process.

The alliance said they do not wish to confront the state but will not give up their rights. If the CDA does not meet their demands within three days, the affectees — along with their families and children — will hold a permanent sit-in on the roads of the federal capital, shutting down the entire city. They stressed that the authorities will be held responsible for the consequences.

Earlier, the affectees held a protest outside the National Press Club, which was joined by Syed Zeeshan Naqvi, who reiterated that injustices must stop, the 2008 surveys should be rejected, and awards should be issued according to 2025 criteria including all children who have now turned 18.
